Note that some services appear to be duplicated between authorities.  However the County tends to operate at a strategic levels for services such as planning and refuse disposal.  The District and Town operate at more local operational levels although the District is strategic in some areas.  The County area covers the whole of Devon.  The District area covers the whole of East Devon.  The Town area covers the whole of Exmouth which includes some rural areas and Devon Cliffs Holiday park.
